At interview on June 20th Minister for Foreign
Affairs produced his counter-drafts.
Points in which
main Chinese note differed in principle from our draft
were as follows:-
B.
Absence of any reference to Willingdon report.
Chinese had themselves included a reference
to a board of trustees but made no provision therein
for inclusion of British members.
C.
Substitution for the word "preference" of
words "special attention" in connexion with giving
preference to railways containing British financial
interest.
D.
Deletion of all reference to purchase of
British material.
As regards A. I was able to secure after prolonged
argument the insertion of a modified version of our
reference to Willingdon report.
As regards B.
Chinese agreed without demur to include reference to
British members but refused to add words "after
consultation with the British government". I
accepted this. As regards C. We at length found a
formula which I agreed to recommend to you.
